What is the Artificial Intelligence Talent Factory (AITF)?

The Artificial Intelligence Talent Factory (AITF) is a national program of the Ministry of Communication and Digital Affairs of the Republic of Indonesia, initiated by the Digital Talent Development Center under the Human Resources Development Agency for Digital Communication. The program is designed to cultivate outstanding Artificial Intelligence (AI) talent through a learning approach grounded in real-world use cases, applied research, and multi-stakeholder collaboration among government, academia, industry, and communities.

The AITF program is not only aimed at developing talent with strong technical competencies, but also at equipping participants with experience in research and development (R&D) and the ability to apply AI technologies to solve real-world challenges across various sectors. Furthermore, AITF is expected to serve as a catalyst in advancing artificial intelligence innovation in Indonesia.

What are the objectives of the AITF Program?

AITF aims to build a sustainable AI talent development ecosystem, produce AI practitioners and specialists, and generate applied AI solutions for national priority programs and industry.

1. Ecosystem Development
To build a sustainable ecosystem for AI talent development. This ecosystem serves as a catalyst in driving AI innovation in Indonesia.

2. AI Talent Development
To develop AI talent who possess not only technical skills, but also experience in AI research and development, and the ability to apply AI technologies to solve real-world problems across various sectors.

3. Generating Practical Solutions
To produce practical solutions through AI research and innovation in order to address challenges in national priority programs and industry.

4. Enhancing Experience and Participation
To enhance experience, encourage active participation, and expand the portfolio of national digital talent through involvement in priority programs at the ministerial/agency/regional government level as well as in industry.

5. Increasing the Quantity and Quality of Digital Talent
To increase both the quantity and quality of digital talent within the National Digital Talent Pool (DTP) managed by BPSDM Komdigi.

What is the AI Talent Journey?

AI Talent Journey is an AI talent development framework that maps the competency progression from beginner to specialist level, integrating the Digital Talent Scholarship (DTS) and Artificial Intelligence Talent Factory (AITF) programs.

1. AI Beginner Level
At this level, participants have a foundational understanding of AI concepts, machine learning (ML), and deep learning (DL). They master the basics of mathematics, statistics, and Python programming for simple implementations.

2. AI Developer Level
At this level, participants acquire intermediate to advanced skills, such as model training, evaluation, hyperparameter tuning, and deployment of discriminative AI models. They also gain expertise in utilizing existing generative AI models to enhance productivity.
Both of these levels are facilitated through the Digital Talent Scholarship (DTS) program as the foundational stage for technical mastery.

3. AI Practitioner Level
This level focuses on integrating AI into real-world, end-to-end solutions. Participants are expected to innovate, build, and fine-tune LLM/generative AI models, including developing Minimum Viable Products (MVPs). They also work on strategic use cases and collaborate with multiple stakeholders, making this level a critical bridge toward practical AI implementation.

4. AI Specialist Level
This is the highest level. Talents are expected to possess research-level expertise, lead innovation initiatives, publish scientific work, mentor teams, and develop new frameworks or methodologies that can serve as references for AI advancement.
This stage is implemented through AITF to produce AI talents at the AI Practitioner and AI Specialist levels who are competitive both nationally and globally.

Who organizes AITF?

AITF is organized by the Digital Talent Development Center under the Human Resources Development Agency for Communication and Digital (BPSDM KOMDIGI), Ministry of Communication and Digital Affairs of the Republic of Indonesia, in collaboration with universities across Indonesia.

Who are the target participants of AITF?

AITF participants are active third- or fourth-year undergraduate (Bachelor’s) students or Master’s (S2) students from Artificial Intelligence, Data Science, STEM, or related fields, who possess foundational technical competencies in AI and demonstrate a strong commitment to participating in the intensive program.

What are the main criteria for AITF participants?

Participants are expected to possess the following technical qualifications:

  • Fundamental proficiency in Python and machine learning

  • Experience using development tools (e.g., Git, GPU/Cloud platforms)

  • Understanding of data processing and AI pipelines

  • A portfolio of AI/Data Science projects (preferred)

  • Commitment to participate in the program for approximately 4–6 months

How can applicants register for the AITF program?

The registration process for the Artificial Intelligence Talent Factory (AITF) program is conducted through the following stages:

1. Internal Recruitment and Selection by Partner Universities
Partner universities conduct internal recruitment of their students, carry out an initial selection process based on the established criteria, and submit the list of selected candidates to the Ministry of Communication and Digital Affairs (Komdigi).

2. Technical Selection and Interview by Komdigi
Komdigi conducts a further selection process, including technical assessments and interviews, to ensure candidates’ readiness, foundational competencies, and commitment to participating in the AITF program.

3. AITF Program Implementation
Participants who pass the selection process will take part in the full AITF program, which includes:

  • Training and certification

  • Independent exploration of the latest AI technologies and infrastructure

  • Brainstorming sessions and discussions with experts and tutors from AI practitioners, professionals, and academics

  • Development and implementation of AI models based on real-world use cases

What are the activities of the AITF program?

The activities of the Artificial Intelligence Talent Factory (AITF) program are designed as a structured, balanced, and application-oriented development process for AI practitioners. The program integrates self-paced learning, technology exploration, and intensive mentoring from cross-sector tutors and mentors to ensure the mastery of AI competencies aligned with national and industry needs.

20% Self-Paced Learning (Upskilling Programs)

Approximately 20% of the learning portion focuses on self-paced learning through high-quality upskilling programs delivered via structured Learning Paths provided by the Ministry of Communication and Digital Affairs (Kemkomdigi) and other relevant training providers. At this stage, participants strengthen their AI knowledge foundation, including technical competencies, soft skills, and certification readiness, such as SKKNI-based certifications and global certifications.

30% Independent Exploration of Advanced AI Technologies and Infrastructure

Around 30% of the program is dedicated to the independent exploration of the latest AI technologies and infrastructure, as well as reviewing publications and scientific works on recent AI advancements. Participants gain hands-on experience in utilizing computational resources such as GPUs and cloud platforms, and in accessing APIs and state-of-the-art AI platforms. This phase aims to build practical, end-to-end skills in developing, testing, and managing AI solutions.

50% Brainstorming & Discussions with Experts, Tutors, and Mentors

The largest portion, 50%, is dedicated to intensive brainstorming and discussions with experts, tutors, and mentors. Through guided discussions, technical mentoring, and real-world use case–based problem-solving sessions, participants enhance their innovation, collaboration, and AI solution design capabilities to address real challenges in the public and industrial sectors.

All AITF activities are supported by a comprehensive learning ecosystem, including training and certification programs, access to global learning platforms, AI computing infrastructure, and mentoring from technical tutors, expert lecturers, and use case mentors.

Through this approach, AITF ensures the development of competent, adaptive Indonesian AI talent ready to contribute to the acceleration of national digital transformation.

Team Structure and Roles of AITF Participants
  • Participants/Students
    Active third- or fourth-year undergraduate (Bachelor’s) students or Master’s students in Artificial Intelligence (AI), Data Science (DS), or related fields.

  • PMO (Project Management Officer)
    Responsible for overseeing and ensuring the continuity of the program, making sure that all activities are carried out according to the established timeline and objectives.

  • Technical Tutor
    A lecturer from the same university as the participating students, serving as a day-to-day technical mentor throughout the program implementation.

  • Expert Tutor
    Experts from academia, research institutions, and industry—both domestic and international—who provide mentorship during the program, offer strategic input, and conduct technical validation of the use cases developed by the team.

  • Expert Lecturer
    Specialists in Artificial Intelligence and strategic digital technologies from national and international academia, research communities, and industry. They provide knowledge enrichment, conceptual and practical insights, and share research and AI implementation experiences.

  • Use Case Mentor
    Assists participants in understanding the stakeholder’s use case context, explaining operational needs, data scope, and success criteria. They provide guidance on solution relevance and ensure that the developed AI models align with stakeholder requirements.

Do AITF participants receive a certificate?

Yes. Participants who successfully complete the entire AITF program will receive several forms of recognition and certification, as follows:

1. Program Certificate from the Ministry of Communication and Digital Affairs (Komdigi)

This certificate is awarded to participants who complete all program components, including self-paced learning, mentoring sessions, and the completion of the AITF use case project.

2. SKKNI-Based Competency Certification (Indonesian National Work Competency Standards)

Participants have the opportunity to undertake competency certification aligned with the Indonesian National Work Competency Standards (SKKNI), based on their relevant field and role. This serves as formal recognition of their professional competencies.

3. Global Certification from Industry Partners

Participants may also have the opportunity to obtain global certifications from technology industry partners, such as Google Certificates or other internationally recognized certifications, in accordance with the program scheme and requirements.

Is AITF a regular training program?

No. The Artificial Intelligence Talent Factory (AITF) is not merely a conventional training program, but a talent development initiative grounded in applied research and AI solution development based on real-world use cases.

AITF is designed to equip participants to become AI Practitioners and AI Specialists who not only understand theoretical concepts, but are also capable of building, testing, and implementing relevant AI solutions that directly contribute to accelerating national digital transformation.

The program encompasses an integrated series of learning activities, ranging from self-paced learning and independent exploration of the latest AI technologies and infrastructure, to discussion sessions, brainstorming, and in-depth technical mentoring with tutors, mentors, and expert lecturers from government, academia, and industry.

All activities are directed toward the end-to-end development of AI models based on real-world use cases. The outcomes are presented in a showcase session as part of the evaluation process and as a means to strengthen participants’ professional portfolios.
