AKARTA — The Government is preparing the National Artificial Intelligence (AI) Roadmap as a strategic foundation to achieve national technological sovereignty. This document is being developed alongside the AI Ethics Guidelines to ensure that the advancement and utilization of AI in Indonesia are safe, inclusive, and responsible.
The roadmap and ethical guidelines are positioned to complement existing legal frameworks, including the Personal Data Protection Act, electronic system implementation regulations, and copyright provisions. The objective is to ensure that all processes of technology development, utilization, and distribution remain within a consistent regulatory path, providing AI governance with a comprehensive and integrated policy basis.
The Vice Minister of Communication and Digital Affairs, Nezar Patria, stated that technological sovereignty is crucial given the rapid pace of global AI development. Over the past two years, generative AI capabilities have evolved far beyond previous predictions. Within just six-month intervals, new features continue to emerge, driving global competition—particularly in strengthening data center infrastructure, graphics processing units (GPUs), and computing power. Therefore, Indonesia cannot rely solely on foreign AI models that may not be relevant to the national context and needs.
Nezar Patria further emphasized that national AI development must be directed so that Indonesia does not merely act as a consumer of technology, but also masters and develops AI in accordance with national character and interests. This concept, known as Sovereign AI, is an artificial intelligence development model that positions the state as an active actor in technological innovation.
As part of the roadmap’s implementation, the Ministry of Communication and Digital Affairs (Komdigi) is prioritizing the development of digital human resources. One of the key initiatives is the AI Talent Factory, a training program designed to prepare the younger generation to become developers and architects of AI technology, rather than just users. This program has been implemented at University of Brawijaya and is planned to expand to several other universities.
Through the formulation of the National AI Roadmap and the strengthening of digital talent, the government reaffirms its commitment to building a sovereign and sustainable AI ecosystem. This policy is expected to position Indonesia as an active player in global technological developments while maximizing the utilization of AI for the nation's progress.
