JAKARTA – The Ministry of Communication and Digital Affairs (Komdigi), through the Human Resources Development Agency (BPSDM), has officially strengthened international synergy in artificial intelligence development. This milestone was marked by the finalization and signing of the Minutes of Meeting (MoM) for the Technical Cooperation Program (TCP) with the Japan International Cooperation Agency (JICA) at the Digital Talent Development Center Building in Jakarta on Monday (April 28, 2026).

The event, which commenced at 10:00 AM WIB, represents a significant step in preparing the implementation of a project titled “The Project for Next-Gen AI Talent Factory” (AITF). This collaboration is designed to establish a competitive AI talent ecosystem through technical guidelines that have been intensively developed over the past several months.

Strategic Mechanisms and Program Governance

In the agreed MoM document, both parties emphasized the importance of effective governance to ensure program sustainability. Key points include:

  • Establishment of the Joint Coordination Committee (JCC): Serving as an oversight body to ensure the program runs effectively and efficiently.
  • Project Organizational Structure: Appointment of a Project Director and Project Manager responsible for both administrative and technical aspects.
  • Expert Collaboration: JICA will provide experts based on project needs, while Komdigi will assign Project Officials for direct coordination, including roles such as Program Design and Monitoring Lead and Stakeholder Engagement Lead.
  • Sustainability and Evaluation: The cooperation will span three years starting from 2026, with monitoring and evaluation conducted every three months to maintain program quality.

The signing was carried out by the Head of the Digital Talent Development Center representing BPSDM Komdigi and Masao Shino, Director of the Office for Science, Technology and Information, and Digital Transformation at JICA.

Focus on Child Protection and AI Ethics

In addition to the signing agenda, the meeting also discussed the integration of child protection regulations into digital solution development. The technical team explored the implementation of the Tunas Government Regulation (PP Tunas), a derivative of the Electronic Information and Transactions (ITE) Law, aimed at strengthening child protection in the digital space.

Key discussion points included:

  • Age-Based Content Classification: The importance of aligning AI-generated content with children’s developmental stages, ranging from under 7 years old to adolescents aged 17.
  • Rating System: Adoption of references such as the Indonesia Game Rating System (IGRS) and the Film Censorship Board (LSF) as benchmarks for AI-based content classification.
  • Safety by Design: Emphasizing digital solution development that prioritizes security and privacy from the outset (privacy by default).

Mediodecci Lustarini from PRD highlighted that the implementation of content moderation under PP Tunas must be more comprehensive, encompassing age verification and parental involvement, rather than merely labeling negative content.

This collaboration between BPSDM Komdigi and JICA is expected not only to produce technically skilled AI talents but also to drive the development of digital innovations that are safe, ethical, and inclusive for all segments of society.
